Because it takes 3 minutes to do the setup and then about (1) person
hour to walk somebody through creating the GNU GPG key on launchpad.
Then people realize the web merge request is easier / faster.

16 out 17 people don't submit merge requests via email.

15 out of 17 people don't use email to handle bugs

We've got 4-7 new people coming on board from the job fair, this is a
fair amount of hours.
