its unlikely that a given tosca config will work across arbitrary
versions of an os, if the release version can be inferred from the tosca
 os_version field for a machine that is the right place (series can be
specified on a per charm basis as well as at the bundle, where it acts
as a default). ie. for a given workload find the machine for hosted on
rel, and examine its os to determine charm series. If its not specified,
i think using the cli parameter is reasonable, with a default of latest
LTS (currently trusty).

Currently, "series" (as in Ubuntu release name) is a required
component of the bundle file. It's also contained in the generated
charm path. Right now I'm just sticking a bogus "Tosca" tag in
there, but according to Nate, that's not going to work. Since the
Tosca CSAR doesn't contain anything that would indicate what series
should be used, I'm unsure how to best solve this. It seems like
it's something we'll need to get from the user at import time, so we
could take it as a command line argument.
Any other thoughts on how to best get this info?
