[Bug 740859] [NEW] Increase delay between steps in ubiquity testing

Something (?) changed in Ubiquity and the steps 'Location' or 'Keyboard
Layout' takes slightly more time to achieve. When the step 'Who are
you' starts, we have already sent the 'Mouse Click' event and the test
fails to proceed with the installation.
Increasing the delay between the steps fixes it.
The real fix would be to find a trigger to send the 'Next' event but in
Ubiquity, all the steps have the same name 'page_title' and all the
Forward button as well 'btnNext', so we don't really know where we are,
and we need to count which stage of the installer we are on.
