Example log output:
  [2011-01-31 15:52:40] collection-monitor shutting down because of error: /var/local/lib/resonate-dev/collection.json: openFile: does not exist (No such file or directory)

In this case, the directory /var/local/lib/resonate-dev/ did not exist.
Instead, an error should be logged, but the collection-monitor ought
keep on running.
