We made a change to allow deleting a sales action with out forcing
delete of the actions tied to prospects.  Need to add inner join to
action table to not include these prospect actions.

Bug description:
In the Infoportal Sales Portal Activity Summary - Past due Sales actions, when you drill down to the detail, there are a different # than on the summary screen.  Would guess the 2 queries are slightly different.
