What do you need for the Tempo view? If you press shift+t while inside 
it, it will open the Tempo list.

I've just done this. However, I'm not sure if that's all there is to it. 
Are there other parts of this view like there are in the Matrix View? 
How do you select a clip to operate on? Is time/track selection enough?
