[Bug 1182336] [NEW] Duplicated report messages and infinite deploy

It is regression issue. This issue reproduced only for IIS services, for AD service all works correctly.
Looks like this issue with a few templates for IIS server.
Steps To Reproduce:
1. Login to OpenStack Dshboard.
2. Navigate to Project > Environments.
3. Create new environment 'acme'.
4. Create new AD service 'acme.local' and new IIS service 'iis_server'.
5. Deploy environment 'acme'.
6. Navigate to IIS service logs page (click on name of service on page with list of services)
Observed Result:
Duplicated log messages (please, see attached screenshot for more detailed information), looks like it is bug in conductor component, because WebUI takes those messages from REST API and REST API takes all statuses for conductor.
