Public bug reported:

Clicking on the tabs in the Workplace pane to change Utility does not
update the selection in the Navigation pane.

Example: 
I opened a Workplace by clicking on the name of the Workplace in the Navigation pane. I then changed from the Summary Utility to the Files Utility by using the tabs in the Workplace pane. This did not update the selection in the Navigation pane from the name of the Workplace to the same Workplace's Files Utility.

When a Utility is changed by clicking on a tab, this change should be
reflected by a change in the selection in the Navigation pane.
