Public bug reported:

A file with an identical name to another file can currently be uploaded
to the same folder in the Files Utility. Files should have unique names
in a folder and no duplicates with the same name should be allowed.

A check must be performed to ensure that a file with the same name as
another file in that folder cannot be uploaded.
