This proposal was accepted, with discussions to start immediately about
what these changes should be. James will ensure that those discussions
happen.

lool asked about no-change-rebuild support in Launchpad, as it would be
useful in a number of cases (pick up new optimisations, fix possible
misbuilds)

The Launchpad stakeholders process is currently closed to new projects,
so there is no hope of getting it in to that process soon. James will
ask Francis if there is hope of getting it rolled in to the ongoing
derivative distributions project.

The project can be proposed to Launchapd when the process reopens.

Mounir asked about the "ToolchainBuilds" spec, to take over the
toolchain build and test from Michael. This is not going to be started
at this time, but Mounir and Michael can work with James to break that
large spec up in to smaller chunks that may get started sooner.

Kiko spoke about a possible project to add some features to Launchpad to
make it meet our project management needs, as a possible alternative to
buying another tool. There is nothing concrete here yet, but it would be
a fairly large project if it were undertaken.
