Summary: In order to allow changes to be made to hardware packs without
requiring that users update to a newer version of linaro-image-tools,
more information about how to install the hardware pack should be moved
inside the hardware pack. This will allow for some backwards-compatible
changes to make, avoiding a tradeoff between living with bad decisions
and causing disruption for users.
