After discussions, this whole issue with file logging vs email logging has been changed, by moving away from the 'debug'-config to a new 'logging'-config. This new variable contain 'logFile' and/or 'logEmail' to specify a logging file and/or email address to log to. If logging is alltogether disabled through a new 'enabled'-subdirective, errors are instead outputted. We also did away with the site name idea for now. Instead we use the server name ($_SERVER['SERVER_NAME']) when issuing email logs.
