The blog setting's note says:
   Allow other bloggers to send trackbacks to this blog, letting you know when they refer to it. This will also let you send trackbacks to other blogs.

I do not see why not allowing trackbacks on your blog should prevent you
from sending trackbacks yourself.

The fix would be in blogs/inc/items/views/_item_expert.form.php to
display "Additional actions" in the form always, and to remove the
second sentence from the note.
