This is a limitation of the TSM integration as it first tries to query the TSM archive to find out whether the archival package already exists. The error code:

ANS1083E No files have previously been archived for '/home/archiver/archives/'

should be correctly handled and the archiving should simply proceed. Currently, the whole process is stopped.
