I forgot to mention about it in the article, i updated it:

Now it advices to install libconfig++6 on ubuntu from packages.debian.org

Maybe i found the error (the ldc folder is not copied into
/usr/include/d/ldc/libtango/tango/core/) I'm working on it. I hope to give you
a binary package to test later this day.
