[Bug 445000] [NEW] set num_assertions on other languages
Public bug reported:
It's difficult to create an AnalogySpace for a non-English language
unless it has num_assertions set to non-zero values.
num_assertions isn't updated when new assertions are added (it might be
too slow), so we need to update concepts in all languages to have the
correct num_assertions as a batch before releasing 4.0.
