idempotent actions

Hi all,

If u want to try out the little stuff I just added for idempotent
actions go for it.

The pull request is @ https://github.com/yahoo/Openstack-
DevstackPy/pull/173

This basic level of support allows u to control-c half-way through a
install/remove (i tested those so far) and it will resume where it left
off if u start it back up again.

This should also work for starting and stopping, but i haven't tried
yet.
