It's the same on the importer side, just when you do an incremental
import, you will need the marks file to know that :2 means for example
"r2" in bzr.

Aha! Thanks, Miklos. From the git-fast-{ex,im}port man page it wasn't clear to me that the marks files used by the import and export sides of a migration between VCSs would be different.
