Increase time difference to check if machine_id has been generated
during boot and fix problem with slow VMs

Bug description:
Ubuntu quantal-desktop-amd64_default 20120619 test failed in Jenkins,
the boot should finish within 2 minutes, but the actual result is: it
took almost 3 minutes to boot, so the test failed.
