During Community Roundtable we talked about trying to get groups to
contribute more.

I think some groups don't have self-starters, or are unaware of the
various types of contributions (other than code).

http://community.ubuntu.com/ has been helpful, but sometimes online
information isn't enough to motivate teams.

Real people need to contact and/or visit local teams to guide the
groups toward different contributions. Some people (like me) sometimes
just need a kick in the butt to get things going, and not every group
has a resident butt-kicker.

Perhaps some of that community money can fund trips for evangelist or
those who have time to physically go and help groups get started.
