Hello,

Due to a need for an upgrade in jenkins to mitigate a security issue,
publishing to jenkins.qa.ubuntu.com is disabled at present. [1]

Please use internal jenkins instances, [2] for CI and Autolanding jobs and
[3] for ISO smoke testing until further notice.
