Bug description:
  A race condition exists such that if gesture subscriptions are added
  between the GEIS_INIT event and DEVICE_ADDED event processing for
  initially-detected events, subscriptions for those devices are never
  activated.

  The practical result of this is that sometimes gestures for some
  devices are never reported.
