Timer Applet only works on the GNOME panel. All other panels don't,
because the panel bindings are different. Does this answer your
question?

It would be nice if we could support Timer Applet on different panels,
but I don't know how much effort this would be and if that effort is
reasonable.

Now there's an option to run Timer Applet as a stand-alone window, by
checking out the source, compiling it and running "./src/timer-applet
-w". Note that the "-w" flag is required.
