Bugfix in propagate_literals.

Implemented (but not tested) Jacobi and Action.

Note:
Several of the latest changes has made clear that Form and Integral
should now rather be split in two classes, one before and one after
postprocessing (integration/optimization) but we'll leave that until
UFL is implemented.

Fixed final bugs in optimization. Optimization is disabled for symbolic boundary integrals, but works for the other variants.
