  collection-monitor will crash if network connection is interrupted in
  between time it opens connection to server and time it finishes
  sending its message(s)

Bug description:
  For instance, if the collection-monitor boots up, it connects to the collection-server (without error), then begins scanning the collection; then, if the network goes down while the scan is ongoing, the collection-monitor will shut down with an error like the following once it actually tries to send data to the collection-server:
    collection-monitor shutting down because of error: <socket: 5>: hPutChar: does not exist (No route to host)
