Okay, cool.  I guess it's working, but it seems that only people that
are subscribed to the list can send to it...

Making some progress on the collection-monitor, BTW...  I should have it
capable of serving zip files soon, which means we can add back the
"download as zip" link.  Might need to rename it to "collection-server",
as that name might make more sense...
