Turns out there were 2 things to do:1. add the https login into several
places in the UserController.  2. change the logic so the check for ssl
enabled is using the webprofile xml files not the order portal
appConfig.xml.  This allows the admin user to control setting this
option through Config menu options (Installation Options)

Bug description:
Order Portal - when a user creates a new account, the system should switch to https.  Currently not doing that and if they then click on go to checkout it is NOT https.
