Hello!  There was some concern that the current ~quickly team structure
won't scale.  Team members can currently upload to the PPA, commit to
trunk, and use the mailing list.  Those are really three separate levels
of trust, and we're putting ourselves in the position of choosing
between too much or too little access.

So now there are three teams:
1) ~quickly: Quickly Maintainers.  This team can roll new releases of
Quickly and maintain the PPA.  It's a restricted team.
2) ~quickly-committers: Quickly Committers.  This team has access to
trunk and is available to review branches for landing.  It's a moderated
team.
3) ~quickly-talk: Quickly Talk.  This team will host the mailing list
going forward.  It's an open team.

One rule of thumb for ~quickly-committers is that if you've had ~5
branches land, you should probably be in the team, which would be
great!  :)

I had to let ~quickly maintain the PPA because PPAs can't be moved.  So
I decided to move this mailing list.  This is sent out on the old
mailing list because I'm not sure that if I sent it on the new one,
everyone would get it.  This ~quickly list will lie dormant, all
discussion will be on ~quickly-talk.  I'll be moving most people from
~quickly to ~quickly-talk shortly.
