Just to follow up on this as I've now worked it out:

The initial run of pypimirror -I must have been interrupted and not  
managed to download the entire list of packages.  The subsequent runs  
of pypimirror -U only get packages updated in the last 7 days, so any  
packages that did not get fetched the first time and were older than 7  
days were not fetched.

I've re-run pypimirror -I and now have a full set of packages.

So http://pypimirror.netsight.co.uk is open for business :)
