That would be a new standalone module.
I think it's relevant and personally I'm interested in such a module:
I have a candidate "use case" fitting your description with a non-trivial lifecycle - the management of security guards uniform and equipment.
You're welcome to draft a blueprint on this.

I agree with your proposal. I also have some opinion to share. There is always a need to keep track of the assets issued to an employee like laptop etc. Kindly give your opinion on this.

Would a move be better than a copy/fork?
Also, I'm sure that Payroll localizations add fields that are likely candidates to be part of common hr/payroll extensions.
A quick review to my current HR system adds the following:
- Employee Analytic Account (Cost Centre)
- Income Tax type
- Social Security type.
- Contract reason (Hiring reason perhaps)
- Individual Contract type
- Collective labour agreement
- Labour Union
Comments on these?
