  npstatscleanup is not being executed

Bug description:
  The scheduler.conf file is using the old convention of explicitly
  constructing the schedule list with "lappend schedule ..." instead of
  using the function "schedule <timespec> <args>".  This error is
  preventing the npstatscleanup script from being executed.
