You should remove the code to add:
This file exists to demo a header.
It should be possible for a PURPOSE line to span multiple lines.
Your script should still add PURPOSE: and maybe some blank space
Your test (the other branch ?), should check to see if there is a comment after PURPOSE.
You can move your header adding script to a new branch of trunk so you don't have to fix all the files modified by your script by hand.
Don't commit the changes to files made by your script until your script is making them correctly.
