[Question #111184]: NewUserDialog cannot be accessed unless already logged in

I tried to create a new user on a Mira Server by using the NewUserDialog (the New User tool in the Actions menu). However, this tool is only made available once you are logged in to a Mira Server. This is a hindrance, because it's futile to create a new user account if you're already logged into one.

The New User dialog should be made available regardless of whether a user is logged in, and it should allow for two extra fields to accommodate this change:
 - IP Address of the Mira Server which the account should be created on
 - The Port of the Mira Server.
