It seems to be a race condition: the DHCP server fails to starts
because /etc/maas/dhcpd.conf does not exist but the celery log
indicates that the config file has actually been written *before*
the 'restart' command was sent to the DHCP server.
I'll investigate today.
The culprit was https://bugs.launchpad.net/maas/+bug/1324944. A fix for this bug was landed in trunk and 1.5.
