  Add config option to exempt Private Security permission check

Status in The Launchpad Security Scanner Project:
  Confirmed

Bug description:
  Not all teams within PES will need to care about sharing Private
  Security bugs with their project team.  We need to add a config block
  that will allow us to exempt those teams.
