Hi James,

The TSC looked early on at the Linaro Membership Rules and established our
license selection process here:
https://wiki.linaro.org/TSC/LicenseSelection

I recommend talking to Paul McKenney, who looked at the Membership Rules and
put the process together. He now manages the process too
