Please evaluate my code for the spline, branch:

Files added/modified:
 - jb_spline.h

 - interpolation.h
 - interpolation.c
 - src/Makefile.am

Agreement between test_meshfunc with GSL and JB splines is not stellar,
but it close, see ./src/gsl_spline_test_meshfunc.out and
./src/jb_spline_test_meshfunc.out usign vimdiff or similar.

TODO:
 - Fix doxygen everywhere.

Status in Libpspio pseudopotential I/O library:
  In Progress

Bug description:
  GSL is realeased under the GPL, which defeats the purpose of releasing
  Libpspio under the LGPL.
