  Remove CC_FORTRAN_INT from Fortran interface

Status in Libpspio pseudopotential I/O library:
  Fix Committed

Bug description:
  The CC_FORTRAN_INT macro should be replaced by the C int. To ensure
  that a compatible Fortran integer is passed to the C routines, the
  pspio_f90_types_m module should define a integer type compatible to
  the C int and this integer type should be used in the interfaces of
  the pspio_f90_lib_m module.
