Changed importance to medium based on our latest definitions, and based on users affected.
Medium: 3.2.  Operational issues such as low portion of Production Cloud affected for some reason (<20 and >=10 servers out of 100 servers are offline), Test environment is down, Staging environment's performance is degraded
