Title:
  [Neutron] Unstable security group rules

Status in Jio:
  Incomplete

Bug description:
  Sometimes, and this is not easily reproducible, it happens randomly,
  the security group rules just stop being applied.
  For instance, SSH to a VM that worked perfectly for a few days, 
  stops working randomly.

  A rather weird trick that works around this, obviously is not a solution 
  though is, to delete the rule, re-create it, remove the VM from the group,
  add it back, then try to SSH.
  This works, sometimes.

  This needs to be investigated further in Contrail probably.
