Checked the upstream 1.2.1 version, and this section of code is the
same. Newer versions were not checked.

Bug description:
  Hadoop packages are not available for Ubuntu 14.04 (trusty).

  Hyperscale team tries to understand how many changes needs to be done
  to use juju charms (initially created for precise) on trusty. In case
  of Hadoop charm tries to pull the package from the hadoop-ubuntu ppa
  and crashes. This bug was created to track the progress in this
  direction and let us know when this is done (to do internal testing).
