What do you mean?
I suppose you are talking about the blog cache?
But even with the general cache enabled ("global settings" => "caching"), I cannot spot something odd: after renaming the category, it gets displayed with the new name after reloading the blog page.
(I've only found bug 428201 in the process of testing this - or is this related to what you mean?)

However the cache is "killed" needs to be hooked in more places ;)

I'm assuming this holds true for more than just categories ( just a heads up ), but 100% unchecked

Call a blog page, any, then go edit the category _names_ ( you could *probably* edit url and get a similar effect, untested ), and then refresh post
