In preparation for moving to get doctemplate into universe, I've made man pages 
for the three commands and have done other cleanup.

doctemplate (1.9.39) natty; urgency=low

  * usr/share/doctemplate/customization/html-customization/style.css: improve
    sect2 title layout in html
  * mv doctemplate_functions, which users should never call directly from-
    /usr/bin to usr/lib/doctemplate. Modify doctemplate_make to use new-
    FUNCTIONS var to call that scripts.
  * debian/control: Change maintainer to Kyle Nitzsche and add-
    ttf-ubuntu-font-family to depends
  * add man pages for doctemplate_create, doctemplate_make and
    doctemplate_update_translation, the only three user commands.
