There is problem in generation of dataset report beside clearing Cache.

example Iftin sub-District Hospital in Garissa district if check


   1. Data entry data = present of data
   2. Reporting rate =100%
   3. Dataset Report =  zero data

This problem is available to most health facilities. Also I have a mended
population estimate format once view dataset the formulas made have values
but in dataset it is just showing only two value for two data elements for
proportions.

None, the less creation of indicators have problem in creation not picking
the data element.
