[Bug 2130187] [NEW] Screen keeps opening apps while I am working

Public bug reported:

Chrome, Snap, and other apps blink on while I'm working on another app.
It keeps initiating more apps, and the mouse will not remain still long
enough to close each app. Meanwhile, more apps appear. Eventually, I can
stop it by constantly clicking on the Alt and Ctrl, and sometimes
pressing the Windows key. Can you help?
