[Bug 2130167] [NEW] Merge libcamera from Debian Unstable for resolute

Debian Unstable: 0.5.2-3

A new release of libcamera is available for merging from Debian
Unstable.

If it turns out this needs a sync rather than a merge, please change the
tagging from ['dcr-merge'] to ['dcr-sync'], and (optionally) update the
title as desired.

If this merge pulls in a new upstream version, also consider adding an
entry to the resolute Release Notes:

libcamera (0.5.0-1ubuntu3) questing; urgency=medium

  * No change rebuild with the newer libpisp, it seems the library soname
    changed without a soname bump but since libcamera is the only rdepends
    and the package is new in Debian let's keep things simple.

    and CNN Tensors to enable rpicam-apps (LP: #2109901)
    - This patch adds the SyncMode IPA controls and the IMX500 tesnors
