[Bug 2130174] [NEW] Merge shadow from Debian Unstable for resolute

Debian Unstable: 1:4.18.0-2
A new release of shadow is available for merging from Debian Unstable.
If it turns out this needs a sync rather than a merge, please change the
tagging from ['dcr-merge'] to ['dcr-sync'], and (optionally) update the
title as desired.
If this merge pulls in a new upstream version, also consider adding an
entry to the resolute Release Notes:

Small refresh here with a variable renamed
- d/p/u/0001-...fully-numeric.patch:
Non trivial refresh after some part of the feature got upstreamed.
Dropped changes:
- d/tests: make 'upstream' tests work with current sources layout
Upstream fixed its layout, it's not needed anymore
