[Bug 2130116] [NEW] Merge libmbim from Debian Unstable for resolute

A new release of libmbim is available for merging from Debian Unstable.

If it turns out this needs a sync rather than a merge, please change the
tagging from ['dcr-merge'] to ['dcr-sync'], and (optionally) update the
title as desired.

### New Debian Changes ###

libmbim (1.32.0-2) unstable; urgency=medium

  [ Guido Günther ]
  * d/gbp.conf: Switch to debian/latest.
    And sync options with libqmi packaging

  [ Arnaud Ferraris ]
  * d/watch: convert to version 5.
    Use the new Gitlab template for easier management, but override the
    matching pattern so we only get stable (pre)releases, which have an even
    minor version number.
  * d/control: drop libgirepository1.0-dev build dependency.
    This one shouldn't be used anymore as it isn't multiarch-friendly.
    Instead, use a recent `gobject-introspection` and explicitly (build)
    depend on the needed `gir1.2-*-dev` packages.
    While at it, drop the now-obsolete `Rules-Requires-Root` and bump
    `Standards-Version` as no other change is needed. (Closes: #1118875)
