  half screen display when using fractional scaling

Status in xorg package in Ubuntu:

Bug description:
  
  I have added a 4K monitor to my desktop for a total of 4 monitors. Without fractional scaling the layout works as expected. The issue is when I scale the new 4K monitor to 125%. The corresponding monitors.xml looks fine. I verified it manually.
