It sounds like Dirk was on the right track in comment #2 and the kernel
spent a full minute trying to get it working:

It seems other people have been having the same problem with USB
Bluetooth and Wifi dongles for years and the best place to track them
all is probably bug 1791389.

Bug description:
I updated this morning. Bluetooth immediately stopped working. I check
my computers bios settings and it is enabled. It appears to have been
caused by the update. It has disappeared as option in my deskotp
settings, I simply see "No blueooth found" in the settings panel. I
can't identify the exact package that I updated. I accepted all the
updates, rebooted, and at that point there was no more bluetooth.
